ONS data show 1.1 million Britons who never smoked now vape

Office for National Statistics figures show that 1.1 million people in Great Britain who had never smoked reported using e-cigarettes daily or occasionally in 2025. They made up 2.9% of people who had never smoked, according to the ONS data reported by The Guardian and The BMJ.

The share was 1.5% in 2021, and the number rose from 940,000 in 2024, the ONS said, according to The Guardian. Across Great Britain, about 5.4 million people aged 16 and above, or 9.9%, used e-cigarettes daily or occasionally in 2025. Justin Webb, an associate professor at London Metropolitan University, said vapes can help adults stop smoking, but are not risk-free and their full long-term effects remain unclear.
