The FDA announced its Rare Disease Framework Initiative to develop a framework for rare disease drug development and review. The agency said it will tailor advice and decisions to the evidence reasonably attainable for each disease, including its onset and progression, the target population, patient needs and the product being studied. The FDA’s white paper outlining the initiative was released on October 14, 2026.

The FDA said only 5% or so of rare conditions have an FDA-approved treatment. It will seek input at a hybrid public meeting with the Reagan-Udall Foundation for the FDA on October 28, 2026. The agency said feedback may inform changes to regulations, guidance documents, internal processes and resources, as well as staff training or organizational changes.
