The under-18 sales ban now covers nicotine-free vapes and nicotine products such as pouches, strips and pearls. Adults aged 18 or over also commit an offence if they buy, or try to buy, these products for someone under 18.

The rules also prohibit promotional giveaways, substantial promotional discounts in shops and online, and vending machines that sell or dispense vapes or nicotine products. The department said Trading Standards will enforce the rules in England, with new powers including £200 fixed penalty notices. It said enforcement agencies are receiving up to £30 million a year until 2028/29. Local authority stop smoking services can continue providing products to help adult smokers quit.
